of the United States and provinces of Canada (Jurisdictions) providing for
payment of license fees for commercial trucks operated in more than one
jurisdiction. It is the purpose of the Plan to implement plate for one
vehicle. Plate registration takes place in the home jurisdiction and the
carrier pays for all fees for all jurisdictions to his home jurisdiction

calculate their fees using over 220 possible calculations, and pay for IRP
registrations with an easy to use and maintain internet application. 2011 KEPTS - KY
Transportation Cabinet - .Net/SqlServer - BA/PM Kentucky
Encroachment Permitting and Tracking System, A system to issue
permits to encroach on stale land, monitor permit inventory, and track
changes in the status of permits. Provides KYTC with the capability to
maintain effective control of outdoor advertising, recyclers and
encroachments with the ability to manage permits, upload and link documents
and generate reports. Spatial systems used to determine exact location of a
billboard, sign, recycler or encroachment, including whether it is within
city limits, political boundaries in the area that might need monitoring for
collusion, Detailed information about a location, derived from tabular
sources using spatial information to qualify its accuracy of handheld GPS

effort to replace their legacy mainframe system that deals with motor vehicle
titling, registration, and tax collection with a new distributed system. The
new system is to be developed by an outside vendor based upon requirements
developed in this project. My role was to identifying and documenting
detailed functional and non-functional tax related business processes and
identifying areas ripe for process improvements. These processes were
identified by analysis of relevant statutes and interviewing subject matter
experts from the Kentucky Transportation Cabinet, Department of Revenue, and
County Clerks. 2007 OCR Projects - XEROX/ACS – SQLServer/3rd Party OCR
Tools/High Speed Scanners - DBA Typical projects include creating and
configuring a OCR workflow using third party tools, setting up FTP sites,
creating and administering a separate database for each workflow, testing and
quality analysis, and creating and maintaining ASP websites to report
statistics to customers and workflow status to internal and external
customers. The workflows involve FTP transmissions to OCR of compressed TIFF
images of scanned documents, form type ID, character recognition, application
of edit rules, and FTP transmission of retrieved character strings to any of
50+ customers including The Hartford, Delta Air Lines, UPS, and American
Express. Average volume is approximately 1 million documents a day to all
workflows I was responsible for. 2006-2007 PMO SQA/SDLC - XEROX/ACS – Process

material creation and conducting classes. 2004-2005 BPO Workflow Process
Improvement - XEROX/ACS – C#/SQLServer - Programmer/Analyst/PM Designed
and coded a subsystem that created realistic health care claims with variable
data in each field for system and OCR testing. This allowed a quicker testing
process by avoiding HIPAA regulatory conformance involved in using real
claims. Designed and coded a C# subsystem that repaired key fields scanned
from health care claims and put thru OCR using fuzzy logic to repair and
validate reducing human interaction in the process 2001-2004 GCS with PDA Front End –
Vectren HQ
– SQLWindows/Oracle/VB - Programmer/Analyst/PM Gas Line Compliance System, a system to track
gas leaks, schedules inspections and repairs, and tracks government
compliance issues. Vectren discovers and receives reports of gas leaks daily
and monitors 5000+ leaks on an ongoing basis. This system prioritizes and
tracks leaks to determine if they must be fixed immediately, can wait for
repair, or can be deferred until the pipeline is replaced. Users dock their
PDAs’ at the start of their shift to receive their work orders that are
ordered based on priority and route. Results are entered as they complete the
work orders in the field and uploaded at the end of the work day when they
re-dock their PDA. 2000 TMW INTEGRATION – Atlas Van
Lines HQ
– IBM Mainframe/Client Server/3rd Party Integration - Analyst This project used the previous CADDS
product to let the Atlas Van Lines IBM mainframe truck dispatching/billing
system communicate with a new third party client server dispatching system
via XML data packets. This allowed the migration to the client server system
department by department while still being able to use the mainframe. 1999 CADDS– Atlas Van Lines HQ –
Delphi/SQLServer/CA Datacom (Mainframe) - Programmer/Analyst/PM A custom data distribution system similar
to IBM MQ Series for that allows the IBM mainframe to update information on
SQLServer and vice versa using multi-purpose XML data packets. It also allows
the mainframe to kick off a batch file or executable on the client/server
side. This allowed agents to use a web/intranet front end instead of forcing
agents to support direct mainframe access to core systems. 1998 SERVICE PROVIDER – Atlas Van
Lines HQ -
ActiveX/Delphi/SQLServer - Programmer/Analyst/PM Provides Atlas Van Lines agent information
to headquarters and worldwide agents via the web. The system is used by
agents that need to work with each other to complete a move at each end. With
so many agents, and constantly changing contact information and availability,
this system provides easy quick access to up to date information. 1997 SECURITY MANAGER – Atlas Van
Lines HQ
– ISAPPI DLL/Delphi/SQLServer - Programmer/Analyst/PM System that allows security to be applied
to the corporate intranet website. It allows much of the same functionality
as NT security allowing groups and individual users to be allowed or not
allowed to view or edit certain intranet applications, menu options, pages,
or fields. All intranet web applications are managed via this tool. 1995-97 PATREL- Deaconess Hospital
(GSO)
- SQLWindows/Sybase - Programmer/Analyst/PM Patient Relations - Departmental
application for Deaconess Hospital I designed and implemented that allowed
users to monitor patient complaints and resolutions, and track patients with
more than one complaint. It performs a few functions I’m sure they would
rather I not reveal. In short this is their risk management tool to allow the
legal department to defend the hospital as well as resolve complaints. 1993-96 CMMS - Deaconess Hospital
(GSO)
-– SQLWindows/Sybase - Programmer/Analyst/PM Computerized Maintenance Management System, an enterprise
wide system I designed, programmed, and implemented that allows users at any
PC in the hospital campus to report problems with facilities and equipment
and monitor the progress of the work order to completion. The system
automatically prioritizes and assigns preventative maintenance and requested
work orders. High priority and patient related work orders result in a radio
message to qualified techs on duty to check the system, and rotating beacons
in noisy areas alert techs of these events. The resulting system requires far
less oversight by management than the system it replaced. 1991-92 PCBS – ALCOA (GSO) -– Clipper -
Programmer/Analyst/PM Payroll Contract Billing System, a departmental
application for Alcoa to manage Swanson Nunn electrical contracting work at
the plant site. It manages the hourly wages of the electricians on site but
their benefits also. There is a complex system of parts sales, work outside
the contract, emergency situations, shift premiums, etc. In short it was a
hybrid payroll system that employee’s checks are based on, and a billing
system that calculates what Alcoa owes its electrical contractor every two
weeks averaging 1.2 million a year. 1990 AMOS - Bristol Myers Squibb
(GSO)
– Clipper - Programmer/Analyst Activity Monitoring System, a departmental
application for that I designed and programmed that monitors the activities
involved in nutritional research projects worldwide. It allows management to
create plans for research projects, assign personnel, and specify activities
for them. The users can create as many sub activities for an activity as
necessary with as many levels as necessary to allow the research scientists
to specify as much detail as needed. 1988-89 RTAN – Evansville Courier
Company
– DEC VAX/COBOL– Programmer/Analyst Route Analysis System, a program I
designed and coded that statistically analyzed all relevant information for
newspaper carrier routes such as complaints, percent of addresses
subscribing, percent of addresses taking advantage of special offers, reasons
for cancellations, etc. The system could view this information for the
carrier level up through every level of management to the newspaper as a
whole. |
